There are a few different reasons that an outlet breakaway tab may be removed. If one-half of a duplex outlet is controlled by a wall switch, then the hot tab, and possibly the neutral tab, will be broken off. Or if the top and bottom outlets of a duplex receptacle are powered by two different circuits, the hot tab and possibly the neutral tab will be removed. In any case, when you replace an old outlet, check to see whether the tabs are removed, and if so, break off the tabs on your new outlet to match. Grab the tab with the end of a pliers or your stripping tool and wiggle it up and down to break it off.

As a general rule, neutral (usually white) wires are not connected to switches. If two neutrals are present in the box, these wires typically are joined so that they continue through the box without touching the switch. In your garage or shop, you would like to install a task light, like a florescent light fixture over workbench. However, the walls are all finished so getting a new wire to a switch and then up to the light is not that simple. However, you have a receptacle just above the bench that you can get your power source from.
You can change this duplex receptacle to a switch/receptacle combination so that you still have power in the outlet, but can use the switch to control your new overhead task light.
